Model Standing Offer for Basic Connections
What is the Model Standing Offer (MSO)?
The Model Standing Offer is Jemena's standard offer for connecting customers to the gas network. It outlines the basic connection service we provide, the terms and conditions that apply, and how connection charges are calculated.
What is included in the Connection Work?
The Connection Work comprises the provision by us of a Residential Meter Kit for installation and inspection at the Supply Address. This includes supply of a meter bar, regulator and basic residential meter, and excludes engaging a licensed gas fitter or plumber to complete fitment of the meter bar and regulator, and completing any behind-the-meter works that may be required to realise connection of the service.
Once your authorised plumber has completed fitment of the meter bar and regulator, a Jemena Representative will deliver the meter to site and your authorised plumber will fit the meter and provide a Leak Test Certificate. You are responsible for all other work required to connect the Supply Address to our gas distribution network.

What is included in a Basic Connection Service (Meter Kit Only)?
A Basic Connection Service is available for eligible residential properties that meet the requirements of Jemena's Model Standing Offer.
Under this service, Jemena provides the gas meter kit and associated metering services needed to connect your property to the gas network. Once your site is ready and all requirements have been met, we will arrange delivery of the meter and complete the metering component of the connection.

What is not included in a Basic Connection Service?
A Basic Connection Service does not cover connections beyond those that are meter kit only. These more complex connections are via the Negotiated Service. When seeking the Basic Connection Service for a Meter Kit Only, you are responsible for arranging and paying for any work required on your property, including:
- installation of the meter bar and regulator,
- any pipework beyond the gas meter,
- appliance connections,
- leak testing and compliance certification,
- any other work required by your licensed gasfitter or plumber.
Your gasfitter or plumber can advise you on any costs associated with these works.
What is the difference between a Basic Connection Service and an Expedited Connection Service?
A Basic Connection Service applies when your property meets the eligibility requirements set out in Jemena's Model Standing Offer.
An Expedited Connection Service is available for eligible properties where the customer requests that the connection proceed under the Model Standing Offer without waiting for a formal connection offer to be issued.
If your property does not meet the eligibility requirements for either service, a negotiated connection process may apply.
Your responsibilities
You must ensure that all such work is carried out by a Licensed Gasfitter in accordance with the Safety and Technical Requirements and all other legislative or regulatory obligations applying to the work (see clause of the Model Standing Offer 9 for further details).
The Supply Address must satisfy each of the following requirements:
- a detached single or semi-detached home;
- it has an existing Consumer Service;
- one or more gas appliances will be installed in at the Supply Address;
- any existing installation at the Supply Address complies with the appropriate standards and the Jemena Network Operator Rules (NOR) and
- the Supply Address hourly gas consumption will be no more than 400MJ.
Applicable Cost
The cost for adding a meter to an existing property is $286.93 including GST.
