Flexible Trading Arrangements (FTAs) are new electricity market rules that allow certain energy devices at your property to be measured separately from your general electricity usage and metered connections for Street Lighting and Electric vehicle (EV) Chargers.
FTAs provide a framework for these devices to be measured and managed independently.
These devices are known as Consumer Energy Resources (CER) and may include

Metering Types Under FTA
Type 9 Metering
Type 9 metering applies to public lighting that are transitioning from unmetered to metered arrangements. And metered arrangements for EV Chargers.
Traditionally, street lighting has been billed using an unmetered tariff based on estimated consumption. Under a Type 9 arrangement:
• Lighting is metered and measured based on actual energy use • Billing is based on measured usage rather than a flat estimate
These changes align with broader market reforms and support the modernisation of public lighting across the network.
Type 8 Metering
Under this metering type, eligible customer owned behind-the-meter devices can have separate metering. Currently Jemena is not accredited for the installation and management of Type 8 metering and will only play a role as the distributor.
Why are Flexible Trading Arrangements being introduced?
There has been significant growth in solar, batteries and EV charging across Victoria and the National Electricity Market.
